Do a Google search for the information you are looking for. You question is too broad you need to do some more homework. Tax liens are usually done by county in each of these states.

Where do you want to invest(urban or rural)? What type of properties do you want to buy certificates on(residential, Commercial, vacant land)?

There are lots of websites out there that can help you obtain this information once you further define your goals.

For Florida - search for the clerk of court website for each county - a lot of them are online and have the list of properties going to tax sale
