There is government money for the purchase and grants for upgrades to the course.
For a golf course to be in such financial straights indicates some problems, perhaps with it's condition and/or management. There are a few companies that specialize in the purchase of underperforming golf courses. I'd certainly be interested.

I knew a developer that took a stand alone golf course , and put houses around it making it a golf course community.

I would spend a little time researching the codes and surrounding area for upscale development possibilties and go for the big$$$$$$

Where is the golf course located?
being new to this I don't know if I have a good answer or not, but.....
My first idea is lot it off to a developer, someone did that near me and is retired now. (they used a driving range, but same idea)
Golf course is located south of Fresno in California.
