    Carl,
Looks like you are trying to get your feet wet in development work. Zoning classifications are not set by the state, but rather, by the local governing agency. That would be the county government if not inside a city limits, or by a city if you are inside an incorporated city. Zoning varies greatly from city to city and county to county. It is impossible to answer this question without knowing what county or city you are talking about. If you are looking at land and development issues that are affected by zoning, you need to go to the local government that oversees the area the land is located in and get a copy of their zoning regulations. It will clearly spell out exactly what is allowed in each zoning district and will tell you everything from minimum lot size to maximum density. Some counties in the Atlanta area have this info on the web. You will also want to get a copy of the zoning map for the area and a zoning confirmation letter for the property in question.
