Well Chet has it basicly right-- it is a limit on the amount of parking lot, sidewalks and building you can have on a lot. Such surfaces take rainwater that would otherwise soak into the ground and divert it to the sewer system thereby increasing the cost to the municipality. The idea of the ICP is to allow space for the rainwater to soak into the ground.
Sometimes you can get them to lighten up on the ICP some if you install retention basins on the property.
sounds like the amount of a parcel allowed by zoning/planning to that can have an impervious covering. Also affects storm drain planning.
In several city in CA they have:
MFA=maximum floor area
MDA=maximum development area
For different zonings and slope %, these % can change.
MFA does not count:
drive
garage
developed walkway
etc.
