I submitted an offer yesterday @ $150k for a triplex + 1 (garage converted to 2/1). They are asking $159k and the comps are looking like $300k within 5miles. This property needs anywhere between $50k-$60k of work. I found out today that there is no record of a bldg permit for the converted garage. Can anyone comment on the ramifications of the absent permit? Thanks

Square foot pricing applies best to new construction. Yes there are averages one can go by however a bedroom addition is far less then lets say a kitchen upfit or addtion as well as a bath room addition.
The smaller the house has very little to do with price, in fact the smaller the job the more it will likely cost unless you do it yourself.
My drywall contractor charges me approximately $30.00 per board (turn key) on new construction, I have him go an do a small addition it would average over $50.00 per board because many of these small jobs are not worth it. This is where the handyman comes in.
My advice is to learn how to estimate small jobs based upon time and material.
Estimating, especially in rehabbing / remodel, is more of an art then a science. It requires general knowledge in all of the construction fields.

Thanks for the response, my goal is to have either a contractor or subs, do most of the work and then the finishings such as kitchen cabinets and counters, maybe crown mouldings things of that nature i would get on my own and just get them to install it.
I wanna know what does decent looking kitchen cabinets go these days, i know it depends on size lets say on small-med kitchen size. Anyone know any good vendors with good prices, how about home depot stuff?
