find out where legal notices are published in your area. these include Notices of Default and Trustee Sales (the two we're interested in) as well as silly things like fictitious business names (who cares?). there should be a local paper which publishes all of that stuff for your area. or, you can pay an online service to send them to you for various areas.
depends on where you live. You can ask your local court house for details on foreclosures in your area.
or you can look in the newspaper. or you can ask someone at your local REI group.
A quick google search turns up some listing servies for California. Personally, I use the local county paper here in GA and I track REO's in FMLS.
