Your question is so far beyond belief that any course writter would even suggest such a thing does not understand what investing is all about and are you sure they spelled real estate correctly?
1. Deeds need to be signed in front of a Notary Public to be valid.
2. Who is going to sign a blank deed and if they did they did they could certainly get out of the deal for mental incompetance.
It sounds like they are trying to sell you the house, rather than help them out. (if you know what I mean.) The owner wants 15k over the payoff and it is going to be foreclosed on? That seems a little demanding especially if you think the FMV is 135k. If it were me, I would let some time pass. If the value is 135k and the pay off is 115k, I wouldnt even buy it personally.

Sometimes, doing a little legwork can be a blessing. One day, all of this information for every county will be online; imagine the competition then.
Try this site and find your local county. You can find most any county courthouse in the us and it will list the websites if they have one.
