Some counties will have tax info online as well, where I am, I can punch in the property address and find out who pays the tax bill. Just do a search for your county tax collectors website. Also, if that doesn't work, try the county assessor...Good Luck!
If you can't get it from the tax records or neighbors, you could try a skip trace service. Depending on your volumn it can be as little as $20/inquiry. There's also US search, but I don't think it's as accurate.
Bakersfield is great, here it really depends on where you invest. In the S, SW, W and NW sides of town prices are skyrocketing. But in the N, E and SE sides of town prices remain more stagnant mostly due to white flight (S, SW, W and NW is where they are moving to), the backfill of lower income hispanics into the neihborhoods that higher income people onced lived in, and the lack of major comercial devlopment in those areas. Im sure its the same as in most towns, you have your good and bad areas.
Im not quite sure what U mean by "Skip and trace".
You best bet, is go to the tax collector, and ask for the Billing address for that property.

How is in Bakersfield? Have a friend who owns a lot of houses but he complains that the prices are still not climing up? True of false?
I also wanted to ask you how yo do your skip and trace? I have a list of 2000 properties and would not like to ask anyone for a favor every day.
