Lien On Title Help?

Can anyone recommend a good way of going about settling an account with a collector??? There is a judgment lien on title from a credit card that my uncle is making payments on...even though he is making regular payments to them they put a lien on title. And now he wants to refinance but he refuses to pay them the whole amount. He wants to settle with them but it has been nearly impossible to speak to the attorney handling the case instead they stick you with a &@%^# collector!
Has anyone dealt with this kind of lien??

    Any judgement has to be paid off before or at refinancing. If he wants to settle it, he needs to call whoever put the lien on the property, and get a letter to from them explaining how much he has to pay, where the payment has to be sent, and most importantly, after the payment is made judgement /lien will be satisfied.

    this I know, the problem is that my uncle does not fell that he owes them as much as they claim and will not pay the entire amount. He wants to negotiate a settlement however we cannot get anyone to talk to us about a settlement.
