Converting 2-Family Frame House Into 3-Family

I purchased a 2-family house in Brooklyn, NY. It has 3 rental units. I would like to convert it into a legal 3-family. This is a frame house in Bushwick. I spoke with a few building engineers and this would be a very expensive task (too expensive). They're talking almost $100,00. Since this is a frame home attached on both sides the walls have to be upgraded to a Fire-rated sheetrock.

Is there anyway around this?

Or does anyone know of a more reasonable price solution?

    Im just wondering how do you rent out your units? If it is a legal two fam can you enforce your lease on the 3rd unit. If the tenant in the third unit decides " I dont want 2 pay you rent anymore" Can you start eviction proceedings even if this is a illegal Unit.

    The reason I ask is Im considering a 2 Fam with 2 bouns apartments. The numbers look great with the bonus units but not so great without.
