A cloud on the title is any defect that prevents the owner from conveying good quality title that's marketable and insurable at regular rates.
Often the term "cloud on title" is used in the context of "lis pendens". In PA, when someone files or records a lis pendens against real estate, they are saying that they have some claim of ownership in the property and want to prevent the record owner from being able to sell the property to somebody else.
