City Owned Property

I came accross two single family houses owned by the city. Both of the are abandoned and are in the commercial area. There is a contractor's office on one side, dentist's office in between, grocery store across the street and apartments behind. I would like to buy and rezone. Today I gathered info from Tax Assessor's office. I'll call city tomorrow. I am new to this business and not sure what to say or what to ask.
Anybody has any experience in dealing with city owned properties?

    More than likely the city bought the property for some redevelopment project or took the land via threat of eminent domain.

    Is there a recently filed warranty deed? Find out who they bought it from and ask them why the city bought the land.

    Maybe call the city planner and ask what the long-range plan for the area is.

    Also, do you have a plan for what you want to do to the lots? If the city is holding for redevelopment and a good project came along, they might just deed the land to you for free, contingent on the project you propose to them.
