I am looking for a lender that can do a cash out refi at 80% LTV on N/O/O with no seasoning requirements!!!

I have tried that before and it is useless. It keeps coming with the same company (E-loan.com) and they are very rude and unhelpfull.
Try Washington Mutual - although I think that they are 70 or 75% and try First Horizon.
I used Ditech. citibank and ing also do cash out without seasoning. I found they have the best rates
The most important thing they do is insure that you have a good title.
they can provide mailing lists and title searches as well as title insurance and escrow services and possibly other research (data) services as well. depends on the title company.
