I havent seen this and will find it soon. I have to look for better updates that are necessary to understand and worth needed.
I have had the best luck w/ my attys drafting and sending a letter.

Is there a reason you dont just send the letter yourself? If you have more luck with your attorney, is there any reason you can attribute that to?

If you have the owner name and address user reverse directory to find his/her phone and call.
You should be able to locate owner name and address through county tax collector. And then use www.anywho.com, or some other site to look up contact number...
Have dealt with one recently and in it I became informed of how the process works, the title is not clouded unless the violations are not cleared and the city/county/state has to clear the violation or take the property. Since it seems this is not the case, then the title should be clear.
Typically a bond is required with the signed agreement to ensure the work is done.
