What does the Parrish comprehensive or master plan show for this area in terms of goals, uses, growth or development?

I doubt Claibourne parish has a master development plan.
Although this may sound cold-hearted, hurricane Katrina may have helped you out. Given the devastation cause by the storm, the Federal government might fund and even facilitate your request to use your land to build housing / or mobile homes e.g.
That region is now in an enormous housing crunch. That land could be extremely valuable as a developmental tract, especially for housing.
