Boarded Up, No Sign, What 2 Do?

I'm new to REI but want to succeed. I saw this gem while driving around the neighborhood. Windows boarded up, no sign anywhere. So I took down the address and tried to look up the owner on public records. Seems that the KCMO Housing Authority has their hands on it. This would have been alot more easier for me if I were to talk to an absent homeowner but now I'm stumped. Will I still be able to negotiate with KCMO HA without jumpin through hoops?? Any advice is appreciated! confused

    Just talk to them. You'll never know what they will take until you talk. Don't offer any prices, just ask questions and see what them want.

    Same problem here...no listing on the net for the house about the owner.
    Amazing area. boarded up house.

    Next step would be the Land Transfer Office?
