About a year and half ago i drove pass a property that was vacant. I recently happened to drive down this street again and noticed that it is still vacant. How do i go about seeing who owns this property.
You can find out through county records. I'd start with the assessor and they should point you in the right direction. You likely can even find this information out online!
As both of the post above said, you can take the property address into the tax accessors office and ask them where the taxes are sent to. If it is vacant, they are probably sent to the owner at a new address. Sometimes the owners dont change the address and the taxes show that they are being sent to the vacant house. In this case, the property owner generally will just go in and pay the RE taxes yearly.
If the taxes show that they are being sent to a vacant house still, then you might talk with the neighbors to see if they know where the owner lives.
If that doesnt work, you can hire a Private Investigator to do a "Skip Trace" for you. It will cost between $25-$100, and they may be able to provide you with both the owners new address and phone number.
Another place you can check, it with the parks department, or whom ever takes care of the grass for parks and vacant properties. They may also know who owns the property

Generally residentail mowing of vacant houses would be handled by your Neighborhood Services Department with the city. They will place a lein on the property for the work that they do, and it is not cheap.
I have called them before and the nice fellow who answered the phone gave me the owners new address (which was out of state) with no problem. However, antyime I have called them for other houses, they now have some privacy act in place and cannt provide that information.
It sure it worth a phone call though. Specailly if you call them and tell them that you are interested in buying the place and fixing it up. The city loves to hear that!
Some owners have their mail forwarded to a different address. So, send a letter or postcard to the vacant house and write "Do Not Forward". If there is a forwarding address, then the letter will be returned to you with the yellow forwarding sticker with the new address.

Tax Rolls,
Property Appraisers Office,
Recorders Office.
Get the address find go to one of the 3 above offices and they should be able to locate the owner.
There are also tracking services out there that can locate the people for you for a nominal fee of course.
