Any Way To Get Around Owner/occupant Houses?

I had a great deal (first time bird dog here) and an investor lined up for it. My town is auctioning off properties at 1 a month for the next 9 months. They are "as is" and require, or at least this 1 did about 5K worth of work. The auction on this one started at 60K, house appraised at least 80K, the town just doesn't want to play landlord anymore.
But then I find out they voted to have a owner/occupant only clause in the lease,and that that owner must commit to staying in the house for 5 years before reselling. Any way to get around this?
