Your county has to have a mailing address for the tax bills..... go there with as much info as possible on the property and they will be able to help you look up the information. It's public... actually here in NJ we can access most of it via computer! Only downside is that it is not always current. Some counties take longer to record changes than others......
You can go to the court house and get a property report to find out the owner's name and the mortgage company. Then you may be able to search for them on the internet or ask the mortgage company if they know where they might be.
You might ask people in the neighborhood about the owners as well. This would be my first thought.
I found a sweet little house that's been abandoned for four years. The taxes are delinquent and the place is growed up really bad in the back. A contact at the assessors office gave me an attorney's name that was on the file. He finally called me yesterday and said the property is encumbered but should be ready for sale by the first of the year. I asked him to call me asap! He also said she wasn't expecting to get much for it. Just what I wanted to hear.

Just a note, your tax assessor probably has a website where you can search ownership by address.
would save you a trip down to the county buildings.
