Any Paperwork Required?

I recently attended a Financial Superstars workshop where Tax Lien Investing was discussed. The speaker was explaining why it would be advantageous to work with his firm. He mentioned that a paper had to be filed and then inevestors would receive information on the various redemption periods and interest paid by various counties. He also said that investors would receive a manual full of available tax lien certificates. Does any of this sound right. His firm charged $3,000. Please let me know if this can be done without working with a firm. Thanks.
