Analyzing Neighborhoods/cities To Invest In

I am analyzing neighborhoods/cities to invest in. I am not sure if I am being too picky. In terms of economic characteristics, many cities are below the U.S. national average in median household/family income. Is superficially seems to indicate the city is not doing well, but as long as the housing sale prices and rentals are in line with the area income, is it a good decision to but in these cities?
