Yes, anyone is eligible to bid at auctions, howevever, there is a catch. US counties don't send redemption checks outside of the United States. This means that you either need someone who purchases the liens for you and handles the entire transaction (obviously this needs to be someone you can trust), or you can set up a US based corporation or LLC with a forwarding address. I know of some Japanese banks that do tax lien investing here and they all have US corporations and a US company who does the bidding, etc. for them.
