Abandoned City/County Property.
An Engineer for the City claims the paper alley next to my house was abandoned by the city and is owned by the County. The County claims the City owns it. How can I investigate the property to see if it is owned by the city or the county?
Check out the city tax records it will show who owns what if the county owns it then it will state such and will be exempt for taxes. I would highly doubt that the county owns a old paper road/alley
In the beginning the city surveyed the land and was going to make an alley at a desired location. As time went on the city abandoned the idea of an alley and gave up on the land. (Paving, Maintenence, etc.) Therefore the alley never left the planning stages and was committed to paper only.
I would fear signing the statisfaction would mean me kissing the money good buy.
He can still "sell" the house, just your lien will need to be statisfied before closing.

Mr. Merchant is correct, however, let me add that you need to find an attorney that used to be part of the bankruptcy court in that district or a former judge, DA etc that now handles that kind of law. You will get much better results if you employ the informal good ol boy system, which such an attorney is part of.
