Is there much of a market for buying and selling tax liens between investors?
How would you sell it? The only way I would see this happening would be as a quick flip. If you bought a lien on a house worth 100K for $10,000(in need of repairs) a rehabber would be interested but why would a rehabber pay you a large lump some ( like $30,000 or something) for a lien which may redeem? He would lose his money in that case. The redemption period would have to be expired.
I am trying to go from memory .... In Seminole county FL the numbers are section, township, range. We have online pdf maps that divide the county in 1 mile squares. Maybe it is 3 miles because when I was trying to target certain areas for mailings, it was not useful for my certain small area.
See if your county has a GIS department. They use software called ARC view that you can draw the outline of what you want and the property information can be returned for mailing. Very powerful. If you are nice they might even do it for you. I got the seminole county GIS guy to send me a list of property data based on a certain section of town.
Just last night I was looking through the subdivision data and property data (I buy it from my county) and wrote queries to target certain subdivisions for mailings. So maybe subdivision name could be useful. Of course you would have to determine the numereous subdivisions in the downtown area. Talk to your property appraiser information person. They might be nice enough to create a cd of property data based on what you want.

I wonder if there are any Real Estate Mutual Funds that incorporate tax liens into their investment portfolio.
